Add titlebar scrolling options (thanks Krzysiek Pawlik <krzysiek.pawlik__AT__people.pl>)

New init options added:
  session.screenN.windowScrollAction: Shade|NextTab
   - set the action that happens when scrolling on the titlebar
  session.screenN.windowScrollReverse: true|false
   - reverse the action direction
